Worthing Borough Council's chief executive Ian Lowrie was one of the first visitors.
He said: "It's just wonderful having an assembly of this quality in Worthing."
Referring to his favourite piece in the collection, Devon landscape 1, by the Belgian artist Jacques CoenyeI, he added: "I like this picture in particular because it uses a natural subject and converts it into an abstract form."
