An eye-witness, who wished to remain anonymous, said a man ran into the water to rescue the woman, who had reportedly been underwater for 20 minutes.
An elderly nurse then ran down to the shoreline to start CPR before paramedics arrived, the witness said.
A South East Coast Ambulance Service spokesman said: “There’s no doubt that this action would have greatly enhanced this lady’s chances of a positive outcome.”
